Arizona Erases $1 Billion in Medical Debt for 670,000 Residents
Arizona Governor Katie Hobbs announced that over $1 billion in medical debt has been erased for 670,963 Arizonans. Arizona's Medicaid agency, AHCCCS, released four Rural Health Transformation Program grant applications covering innovative care pilots, operational assistance, shared services consortiums, and mobile services. Maine allocated $190 million in first-year RHTP funding, including $12 million for population health partnerships and $30 million for rural hospital sustainability. Massachusetts Governor Healey directed MassHealth to increase primary care spending to 12% of total medical spending by 2028, following Health Care Affordability Working Group recommendations. Missouri announced a RHTP partnership to expand Mobile Integrated Healthcare and Community Paramedicine statewide.
State Medicaid agencies are deploying RHTP funds to address rural access, provider sustainability, and primary care capacity — decisions that will shape provider networks, reimbursement priorities, and care delivery models through 2028.
