Individual Market Enrollment Drops 18% Through June 2026

Individual health insurance market enrollment fell 18%, over 4.6 million people, from 25.2 million in June 2025 to 20.5 million in June 2026, according to newly reported data. The individual market is made up mostly of ACA Marketplace enrollees along with some people who buy similar coverage off-exchange. The decline is steeper than previously reported, signaling that earlier estimates understated the pace of coverage losses. The drop affects insurers participating in the individual market and has implications for churn into Medicaid and CHIP as people lose or forgo marketplace coverage.

Why it mattersState Medicaid and CHIP agencies should anticipate increased eligibility and enrollment volume as individuals losing marketplace coverage seek other sources of insurance.
