FactCheck.org: Democratic Ads Overstate OBBBA's Medicare Cuts

In a FactCheck.org analysis, the organization finds that Democratic campaign ads in Wisconsin, Ohio and New York congressional races misleadingly claim Republican candidates "gutted" or made "huge cuts" to Medicare by supporting the One Big Beautiful Bill Act (OBBBA). FactCheck.org reports the law's Medicare provisions are narrow and affect relatively few beneficiaries, while the law's largest federal health spending cuts fall on Medicaid, not Medicare. The ads may also be referencing automatic spending cuts the law could have triggered under 2010 pay-as-you-go rules, but Congress subsequently waived those cuts, as it has done routinely in the past regardless of party. A similar exaggeration appears in a Trump-aligned super PAC ad attacking a Democratic Senate candidate over the same PAYGO dynamic.

Why it mattersState Medicaid agencies and health plans should note that OBBBA's substantive, large-scale program cuts fall on Medicaid rather than Medicare, underscoring where real compliance and funding exposure actually lies.
