States Roll Out RHTP Grants, Medi-Cal Transition Tools, Debt Relief

In its State Health Updates roundup, State Health and Value Strategies reports several state actions: Alaska's DOH completed year one of its Rural Health Transformation Program, awarding nearly $249 million to 254 community projects. California's DHCS published a Medi-Cal FFS Provider Toolkit ahead of the January 1, 2027 shift of members with unsatisfactory immigration status from managed care to fee-for-service. Illinois announced over $1.4 billion in medical debt eliminated for nearly 700,000 residents. Kansas opened year-two RHTP grant applications for community health worker and non-emergency transportation programs, Louisiana opened a third round of healthcare workforce grants, and Maryland launched a $25 million Uncompensated Care Grant program for safety net providers responding to federal changes under H.R. 1.

Why it mattersState Medicaid agencies, managed care plans, and providers must track these parallel funding and transition actions to adjust billing, enrollment, and care coordination processes ahead of looming deadlines like California's 2027 FFS carve-out.
