Horizon BCBS Agrees to Acquire Summit Health's New Jersey Operations

Horizon Blue Cross Blue Shield of New Jersey has agreed to acquire Summit Health's New Jersey business, including CityMD urgent care sites in the state, the insurer confirmed to Becker's on October 21. The deal is subject to regulatory review and financial terms were not disclosed. Summit operates over 120 locations and CityMD more than 180 urgent care centers across New Jersey, New York and Connecticut, though only the New Jersey operations are included in this transaction. The move follows Horizon's 2022 conversion into a nonprofit mutual holding structure that enabled it to pursue provider acquisitions, and continues a broader trend of BCBS plans expanding into care delivery to compete with national insurers like UnitedHealth and Elevance.

Why it mattersThe acquisition signals growing payer-provider vertical integration in New Jersey's health market that could reshape network access, referral patterns, and bargaining leverage affecting Medicaid managed care enrollees served by Horizon.
