CMS Data Shows Nursing Home CMP Fund Balances Up $97.6M Nationally

CMS published updated state-by-state data showing the national Civil Monetary Penalty Reinvestment Fund balance reached $713.6 million as of January 1, 2026, up $97.6 million (15.85%) from a year earlier, according to Skilled Nursing News analysis. Ohio, Missouri, Pennsylvania, Iowa and Illinois saw the largest percentage increases, while Texas posted the largest decline. Florida holds the nation's largest balance at $43.2 million, followed by North Carolina and Kentucky, with the top 10 states holding nearly 47% of the national total. These CMP funds, collected as penalties against nursing facilities, are reinvested in state-approved projects such as workforce development, dementia education and resident quality-of-life programs.

Why it mattersState Medicaid and survey agencies overseeing nursing facility enforcement rely on these CMP balances to fund facility-level workforce and quality initiatives, making the growing fund a key lever for addressing long-term care staffing shortages.
