Hospital CEOs Split on Whether Election Eases 2027 Medicaid Cuts

In reaction statements and panel remarks shared with Becker's on Nov. 4, six hospital and health system CEOs offered mixed views on whether midterm election results will affect looming 2027 financial pressures tied to nearly $1 trillion in Medicaid cuts under HR 1. Because President Trump retains veto power, leaders including Scripps Health's Chris Van Gorder say a Democratic-led Congress cannot fully reverse the cuts but could use oversight and budget authority to press for changes in implementation. Others, like Merrimack Health's Diana Richardson, hope changes set to take effect Jan. 1 could slow, but worry state and federal lawmakers will lose urgency on safety-net care regardless. NorthStar Hospitals' Abha Agrawal raised concerns about the Jan. 1, 2027 timeline and 340B program uncertainty, while WVU Medicine's Mark Boucot stressed advocacy must remain bipartisan.

Why it mattersSafety-net hospitals and Medicaid managed care plans may need to continue preparing for the HR 1 Medicaid cuts and January 2027 policy changes regardless of which party controls Congress, since the CEOs agree a presidential veto makes full reversal unlikely.
