Vermont Allocates All $195 Million in Rural Health Transformation Funds
Vermont has obligated the full $195 million in federal Rural Health Transformation funding it received last December, completing year one of the five-year program with roughly 250 contracts covering hospital infrastructure, shared services, primary care and workforce. The largest share, more than $88 million, goes toward "regionalization" work including facility upgrades and support for hospitals to redesign or consolidate specialty services, such as Northwestern Medical Center's transfer of obstetrics to an outside contractor. Another $34.2 million funds shared-service efforts like telehealth adoption, care coordination, a unified electronic medical record platform and AI transcription tools for smaller clinics. State officials frame the money as a tool to support hospital redesign, not a substitute for it, ahead of anticipated Medicaid payment reductions tied to the same federal law in 2027.
