KFF: Individual Market Enrollment Fell 18 Percent in a Year
KFF reports that individual health insurance market enrollment, including ACA marketplace plans, dropped from 25.2 million in 2025 to 20.5 million in June 2026, an 18 percent decline and the largest year-over-year drop on record. The analysis attributes the falloff to changes affecting subsidized marketplace coverage. Many people losing individual market coverage may become uninsured or shift to other coverage sources, including Medicaid where eligible. The decline signals broader coverage disruption that could increase uncompensated care and churn across state insurance markets.
Why it mattersState Medicaid agencies and managed care plans should anticipate increased churn and uncompensated care demand as individual market enrollees lose coverage and seek alternative pathways.
