Colorado Voters Back Measures Restricting Transgender Youth Care, Sports

Early Colorado election returns show Propositions 134 and 135 leading, with Proposition 133 already called as passed, according to Colorado Newsline. Proposition 134 would bar transgender students from school sports teams matching their gender identity, while Proposition 135 would prohibit state and federal funding, including Medicaid, from covering gender-affirming surgery for minors. Proposition 133 increases mandatory sentencing for child sex trafficking convictions. All three measures were backed by Protect Kids Colorado, led by activist Erin Lee, while LGBTQ+ advocacy groups, Planned Parenthood of the Rocky Mountains, and abortion-rights group Cobalt opposed the anti-trans measures. If final results hold, schools must adopt compliance policies by January 1, and Medicaid coverage restrictions on gender-affirming surgery for minors would take effect under Proposition 135.

Why it mattersIf enacted, Proposition 135 would require Colorado's Medicaid program to exclude coverage for gender-affirming surgical procedures for minors, forcing state agency and MCO policy and claims-processing changes.
