DFL Wins Minnesota Trifecta, Faces Medicaid Budget Pressure
Democrats won majorities in both chambers of the Minnesota Legislature and the governor's race, giving the DFL full control of state government after two years of divided rule. Governor-elect Amy Klobuchar has pledged no new tax increases, even as the state faces a structural budget gap and federal funding cuts to safety net programs. Minnesota covers more than 1.2 million low-income and disabled residents through Medical Assistance, the state's Medicaid program, and rising health care costs mean the state will need to spend more to sustain that coverage. Unlike the 2023-24 session, when Democrats had a $17 billion surplus to expand benefits, the 2027-28 Legislature will negotiate budgets under tighter fiscal constraints amid competing demands from schools, universities, and local governments.
