Iowa Board Sanctions Two Behavioral Health Providers Over Misconduct
The Iowa Board of Behavioral Health Professionals sanctioned two central Iowa practitioners following separate misconduct investigations. Social worker Bailey Luellen was charged with falsifying client records and inadequate documentation at Clive Behavioral Health, including fabricated suicide-risk assessments for a patient who later died by suicide; she agreed to a 24-month probation, repeated supervised clinical hours, and 18 hours of training. Mental health counselor Safaa Elnour was sanctioned in Ames for improperly terminating client services, failing to contact emergency services for an active self-harm client, and billing insurance for a session that did not occur; she agreed to 12 months' probation and 12 hours of training. Both settlements were reached directly with the board.
