Luria Ousts Kiggans as Virginia House Races Turn on Healthcare

Sen. Mark Warner won a fourth term in Virginia's midterm election, and former Rep. Elaine Luria defeated Rep. Jen Kiggans in a 2nd District rematch that centered partly on healthcare and ACA subsidies. Two other House races, the 1st District between Shannon Taylor and Rob Wittman and the 5th District between Tom Perriello and John McGuire, remained too close to call, with Taylor campaigning explicitly on restoring Medicaid funding and enhanced ACA subsidies. Voters also approved constitutional amendments on reproductive rights, marriage equality and voting rights restoration. Warner called for a public health insurance option and restoring enhanced ACA premium subsidies as part of his agenda opposing the administration's economic and healthcare policies.

Why it mattersShifts in Virginia's congressional delegation and candidates' explicit campaigns to restore Medicaid funding and ACA subsidies signal potential future federal fights over Medicaid financing that state agencies and health plans should monitor.
