Hospitals Delay or Scrap Major Builds Amid Medicaid Cuts, Costs

Becker's Hospital Review reports that several health systems have halted, shelved or slowed major hospital expansion projects in 2026, citing a mix of regulatory hurdles, rising costs and anticipated Medicaid funding cuts. Sutter Health dropped plans for a new Emeryville, California hospital after two years of unresolved environmental-review risk, while University of Iowa Health Care scrapped a $2 billion inpatient tower in favor of modernizing existing facilities. Northern Arizona Healthcare paused its hospital site search, pointing to an expected $50 million annual reimbursement loss starting in 2027 from 2025 Medicaid cuts. Other systems, including UMass Memorial Health and Bayhealth, are scaling back or building financial "off ramps" into projects rather than canceling outright, while some billion-dollar builds continue elsewhere.

Why it mattersAnticipated Medicaid reimbursement cuts taking effect in 2027 are driving hospitals to delay capital investment, signaling tightening capacity and access risk in markets that serve large Medicaid populations.
