States Ramp Up Outreach Ahead of Medicaid Work Requirements Deadline

In its States of Innovation roundup for September 2026, State Health and Value Strategies reports that states intensified preparations for H.R. 1 Medicaid work reporting requirements taking effect January 1, 2027, including mailing enrollee notices, launching dedicated websites, hosting town halls, and funding community navigators. States also notified non-citizens of coverage eligibility changes effective October 1 under H.R. 1, while several states passed legislation or issued guidance limiting federal civil immigration enforcement at healthcare facilities. Rural health and workforce investment continued via new Rural Health Transformation Program award rounds, and states issued their own vaccine recommendations as respiratory virus season began. CMS approved several section 1115 pre-release demonstrations and Nebraska's state plan amendment implementing work requirements.

Why it mattersState Medicaid agencies and MCOs have a compressed window to operationalize eligibility systems, member communications, and care continuity before work reporting requirements take effect January 1, 2027.
