Oregon AG Rayfield Sues to Block Federal Medicaid Work Requirements
Oregon Attorney General Dan Rayfield filed a lawsuit challenging the Trump administration's implementation of Medicaid work requirements enacted in the 2025 federal budget bill, H.R. 1. The requirements, set to take effect in 2027, would require the 564,177 Oregonians enrolled in the Oregon Health Plan through ACA Medicaid expansion to regularly document work, school, or volunteer activity to keep coverage. Oregon Health Authority estimates up to one-third of those members could lose coverage, with rural counties hit hardest due to higher Medicaid utilization and unemployment. The lawsuit, filed in U.S. District Court for the District of Oregon, argues Congress and the administration exceeded constitutional authority, and is joined by attorneys general from Minnesota, New Mexico, and Washington.
