New Hampshire Hires Vendor to Automate Medicaid Work Requirement Tracking
New Hampshire's Executive Council approved a roughly $118,000 contract with Florida-based Geographic Solutions Inc. to upgrade the state's job-matching software so it can enroll Medicaid expansion members, track their work hours, and report compliance to the Department of Health and Human Services. The system is meant to be operational before federally mandated work requirements take effect January 1, which will require non-medically-frail expansion enrollees to work at least 80 hours monthly. New Hampshire has opted for stricter implementation choices than federally required, including documentary proof of work (no self-attestation) and quarterly rather than twice-yearly compliance checks. A state fiscal institute report estimates 23,000 to 29,000 fewer adults could be enrolled by 2028 due to the policy, echoing New Hampshire's 2018 work requirement experiment in which most enrollees failed to document compliance in time.
