Connecticut Extends State Subsidies for ACA Exchange Plans in 2027

Connecticut's health insurance exchange, Access Health CT, opened 2027 open enrollment on Oct. 23, running through Dec. 15 for January coverage and Jan. 15 for February coverage. Gov. Ned Lamont extended state-funded financial assistance, including CoveredCT and Temporary Premium Assistance, for another year to replace expired COVID-era federal ACA subsidies for low- and middle-income enrollees. CoveredCT offers no-cost plans to families earning slightly above Medicaid eligibility limits, while a separate new subsidy of $1,000 to $1,200 annually helps early childhood educators and child care staff afford exchange coverage. Residents who qualify for CoveredCT or Medicaid are not eligible for the early childhood educator subsidy, and public school preschool teachers are excluded from it.

Why it mattersState agencies and exchange enrollment specialists must apply overlapping eligibility rules correctly since CoveredCT recipients sit just above Medicaid income thresholds and cannot double-dip into the new child care worker subsidy.
