Crowley backs Medicaid expansion for Black maternal health; Tiffany silent

Wisconsin Watch reports that Democratic gubernatorial candidate David Crowley responded to a Cap Times questionnaire on the state's Black infant mortality crisis, while Republican nominee Tom Tiffany did not answer or respond to multiple contact attempts over seven weeks. Crowley, who leads Milwaukee County where most of the state's Black infant deaths are concentrated, said he would expand Medicaid-covered early and consistent prenatal care, support a public option, and add coverage for doulas, community health workers, postpartum home visits, and maternal mental health screening and treatment. He cited a 2026 Wisconsin law extending Medicaid postpartum coverage as a starting point and called for stronger provider reimbursement, workforce diversification, and hospital quality-improvement or reporting requirements. The questionnaire is part of the Cap Times' ongoing "Deadly Divide" investigative series into Wisconsin's Black infant mortality rates.

Why it mattersWisconsin's Medicaid agency and MCOs should watch whether the next governor pursues expanded prenatal, doula, and postpartum mental health benefits that would reshape maternal health coverage and provider reimbursement requirements.
