Iowa Board Accepts License Surrender From Nurse Who Stole Opioids

The Iowa Board of Nursing has settled a disciplinary case against licensed practical nurse Jaci Moore by accepting the voluntary surrender of her license, with eligibility to seek reinstatement after one year. Moore was convicted on two counts of prohibited acts involving controlled substances after prosecutors alleged she stole medications, including dozens of oxycodone pills, from residents at two Cedar Rapids nursing homes, Heritage Specialty Care and Harmony Cedar Rapids, in 2025 and earlier in 2025. One of the thefts was uncovered through an investigation by the state's Medicaid Fraud Control Unit, which found Moore stole oxycodone from at least three Harmony Cedar Rapids residents and falsified the facility's narcotics log to conceal it. Moore pleaded guilty to both counts in July 2026 and received a deferred judgment contingent on three years of probation.

Why it mattersNursing home operators and Medicaid-serving long-term care providers may need to review narcotics diversion controls and reporting protocols given that a state Medicaid Fraud Control Unit investigation uncovered the theft and falsified medication logs.
