Louisiana Opens Plan-Switch Enrollment for 274,000 Healthy Blue Members

The Louisiana Department of Health launched a monthlong enrollment window, running through Nov. 16, for the 274,000 Medicaid members currently enrolled in Healthy Blue to select a new plan ahead of the insurer's exit from the state's Medicaid program at year-end. Members who don't choose will be algorithmically assigned to one of the four remaining plans: Aetna Better Health of Louisiana, AmeriHealth Caritas, Humana Healthy Horizons or Louisiana Healthcare Connections. The algorithm will prioritize keeping families together and matching members to plans that cover their existing providers; new plan assignments go out in late November with follow-up details in December, and prior authorizations will be honored for 60 days. This follows UnitedHealth's exit from Louisiana Medicaid earlier in the year amid a dispute with the state attorney general over prescription drug pricing documents.

Why it mattersThe transition forces the four remaining Medicaid MCOs to absorb hundreds of thousands of new members while the state manages continuity-of-care risk for enrollees with active treatments, prescriptions and provider relationships.
