Becerra Pledges to Backfill Medi-Cal Cuts If Elected Governor

CalMatters recaps the California governor's race a week before Election Day, with Democrat Xavier Becerra holding a roughly 27-point polling lead over Republican Steve Hilton. Becerra's most prominent policy promise is to have California continue covering everyone who would lose Medi-Cal coverage under federal cuts he estimates at up to $30 billion annually, though he has not identified a funding source beyond cutting "wasteful" administrative spending. Hilton has offered a scattershot platform of tax cuts and deregulation but has said little about Medi-Cal or how he would pass his agenda through a Democratic supermajority Legislature. The race has otherwise centered on immigration, gas prices, and Trump, with little movement in the polls.

Why it mattersIf elected, Becerra's commitment to backfill federal Medi-Cal cuts without a named funding mechanism would force California's Medicaid agency and managed care plans to plan for a major, unresolved state financing gap.
