NJ Home Care Firm Probed Over $950M in Medicaid Billing

New Jersey Opens 2027 Marketplace Enrollment Amid Medicaid Eligibility Changes

New Jersey's Sherrill Administration announced that Get Covered New Jersey, the state's ACA marketplace, opens Open Enrollment for 2027 plans on Nov. 1, running through Jan. 31, 2027. The state will continue offering New Jersey Health Plan Savings subsidies for households up to 600% of the Federal Poverty Level, but federal failure to extend enhanced premium tax credits has already driven a net loss of 74,492 marketplace enrollees since January 2026. Starting in 2027, new federal rules under H.R. 1 will bar certain legally present non-citizens from premium tax credits and impose community engagement/work requirements for some adults to retain NJ FamilyCare (Medicaid) coverage. Non-citizens losing NJ FamilyCare eligibility due to immigration-status rules may shift to marketplace coverage, though many will not qualify for financial assistance under the new federal restrictions.

Why it mattersState Medicaid agencies and marketplace operators must prepare for coverage churn as federal work requirements and immigration-status restrictions push NJ FamilyCare enrollees toward marketplace plans with reduced or no subsidy eligibility.

New Jersey Awards $5M in Navigator Grants for Marketplace Enrollment

New Jersey's Department of Banking and Insurance announced Oct. 14 more than $5 million in Navigator grant awards to 33 community organizations to help uninsured residents enroll in coverage through Get Covered New Jersey, the state's marketplace. Five new Navigator organizations were added this year, expanding assistance to more communities across all 21 counties in over 10 languages. Navigators provide free enrollment help during Open Enrollment, which runs Nov. 1, 2026 through Jan. 31, 2027, and can also help consumers who lose NJ FamilyCare (Medicaid/CHIP) coverage transition to marketplace plans outside the normal enrollment window. The funding comes as the Acting Commissioner cited federal changes to eligibility requirements and reduced financial assistance.

Why it mattersState Medicaid and CHIP agencies rely on this Navigator network to catch people losing NJ FamilyCare coverage and route them into marketplace plans, reducing coverage gaps and churn-related costs.
