Program Design

Connecticut Medicaid, administered by the Department of Social Services (DSS), is delivered through HUSKY Health, but not through capitated managed care organizations. Connecticut runs a non-risk-bearing Administrative Services Organization (ASO) model instead: Community Health Network of Connecticut (CHNCT) administers medical benefits, and the CT Behavioral Health Partnership (CT BHP), operated by Beacon Health Options, administers behavioral health. Neither vendor bears financial risk for the cost of care; DSS pays providers directly and pays CHNCT and Beacon a fee for care coordination, utilization management, and administrative services. This is why CMS's own national managed care enrollment dataset lists zero managed care plans for Connecticut: the dataset tracks capitated managed care entities, and Connecticut has none. Long-term services and supports, including the Connecticut Home Care Program for Elders (CHCPE), run fee-for-service, and the state's 1915(c) HCBS waiver portfolio spans eleven active waivers.

Managed Care

Connecticut has no capitated MCOs. Medical benefits under HUSKY Health are administered by Community Health Network of Connecticut (CHNCT), a non-risk-bearing ASO under contract with DSS since at least 2009. Behavioral health is a separate ASO relationship: the CT Behavioral Health Partnership (CT BHP), operated by Beacon Health Options. CMS's own national managed care enrollment dataset lists zero managed care plans for Connecticut, consistent with this ASO structure: the dataset tracks capitated managed care entities, and Connecticut runs none.

LTSS

Long-term services and supports run fee-for-service, not through either ASO. Connecticut's 1915(c) HCBS waiver portfolio spans eleven active and concluded waivers, including the Connecticut Home Care Program for Elders (CHCPE), a dual-authority program run under both a 1915(c) waiver and a separate 1915(i) State Plan HCBS option at the same time. Other active 1915(c) waivers cover acquired brain injury (two separate waivers, ABI and ABI II), comprehensive supports and individual/family support for people with intellectual and developmental disabilities, personal care assistance, autism, and children with complex needs. A statewide 1915(b)(4) selective-contracting waiver assigns CHCPE, the personal care assistance waiver, and CT's 1915(i) home care option to contracted case-management "access agencies" by town.

Not integrated into managed care

Behavioral Health

Behavioral health is carved out to a dedicated ASO (the CT Behavioral Health Partnership, CT BHP, operated by Beacon Health Options) rather than administered by CHNCT alongside physical health, or paid fee-for-service. This is a separate contract relationship from CHNCT's own medical ASO contract.

Dental

Dental benefits are administered through a third, separately branded ASO (the Connecticut Dental Health Partnership), distinct from both CHNCT's medical ASO and Beacon's behavioral health ASO, matching Connecticut's broader pattern of splitting HUSKY Health administration across purpose-specific non-risk-bearing vendors rather than bundling everything under one contract.

Pharmacy

Connecticut has no separate statewide pharmacy benefit manager contract; pharmacy claims are processed through DSS's own fiscal-agent claims system (ctdssmap.com/Gainwell) rather than carved out to a dedicated PBM.

Transportation

Medical Transportation Management (MTM) is Connecticut's current statewide non-emergency medical transportation broker.

Technology

Gainwell Technologies is Connecticut's current Medicaid fiscal agent, operating the ctdssmap.com provider portal and MMIS claims-processing system. A separate contract, held by Health Management Systems (HMS), covers third-party liability identification and audit recovery, a distinct role from Gainwell's own claims-processing/fiscal-agent function.
